Shenyang: Build a robot industry ecosystem to break through the core technology of robots

On January 5, the Shenyang Municipal Government unveiled a comprehensive plan aimed at driving industrial supply-side structural reforms. The initiative focuses on breaking through core technologies and building a robust robotic ecosystem. It also emphasizes the implementation of key projects such as "bigger and stronger," "small uplift," and "specialized and new" initiatives to foster private sector growth and enhance economic vitality. The plan outlines several main objectives, including optimizing the supply structure, refining production capacity, promoting innovation and integration, strengthening supply-demand alignment, and improving enterprise efficiency while reducing costs. By 2020, Shenyang aims to establish an industry system with sustained competitiveness and strong supporting capabilities, significantly enhancing supply efficiency and overall productivity. In addition to these efforts, Shenyang has launched a three-year action plan for emerging industries, with a particular focus on cultivating strategic sectors. The robotics industry is a major priority, with the city planning to set up a dedicated robot development fund and actively push forward the construction of a national robot innovation center. Key areas of focus include breakthroughs in core technologies like controllers, servo systems, and speed reducers, all aimed at creating a full-fledged robotic ecosystem. By 2020, the city expects to produce 15,000 robots annually, with the output value of the robot and smart equipment industry surpassing 70 billion yuan. Notably, the Xinsong Wisdom Industrial Park, China’s largest robotic industrial base, has already been completed and is now operational, hosting leading companies such as Xinsong Robots, General Robots, Saiteville, and Tuotuo Robots. To further support the private sector, Shenyang will implement the private enterprise incubation plan, including the "bigger and stronger" project to nurture large-scale enterprises with strong core competencies and promote their expansion. The "small uplift" initiative will help small and micro enterprises grow into larger industrial players, while the "specialized and new" program will encourage the development of niche, high-tech businesses. The goal is to have the private economy account for over 70% of the city's economic output by 2020. In terms of innovation and efficiency, Shenyang plans to build a national manufacturing innovation center. Collaborations with institutions like Northeastern University’s Industrial Technology Research Institute will drive key technology research and industrial applications. Additionally, partnerships with the Tsinghua University Research Institute in Shenzhen and the Shenzhen National Innovation Energy Research Institute will help establish an artificial intelligence "innovation special zone." The city will also increase effective investment, promote branding, and develop world-class manufacturing companies. To ease financial pressures, the "zero-fee" policy and exemptions from infrastructure fees for industrial and productive service industries will be expanded citywide, while emergency lending funds will be increased to support enterprises.
