At a press conference hosted by the Ministry of Land and Resources, Miao Jianhua, Director of the Department of Mineral Resources Reserves, highlighted significant progress in China's mineral resource management. With the ongoing deepening of supply-side structural reforms, the consolidation rate of mines has steadily risen over the years. Compared to the early stages of the 12th Five-Year Plan, the proportion of large-scale mining capacity during the early phase of the 13th Five-Year Plan has grown continuously, reflecting a higher level of intensification in mineral resource utilization. The average mining intensification rate for 20 key minerals—including iron ore, nickel ore, and coal—reached 69.68%.
In addition, the recycling levels of major mineral resources have also improved. The growth rate of waste rock and tailings emissions has slowed down, while the recycling rate has seen a steady increase. Annually, 20 minerals produce approximately 1.965 billion tons of waste rock, with 349 million tons of waste stone being reused each year. The utilization rate of waste rock has risen from 11.76% in the early period of the 12th Five-Year Plan to 17.77% today.
The reporter also learned that the supervision and management methods for mineral resources are undergoing rapid transformation. In 2017, the annual inspection system was reformed into a mining information disclosure system for mining right holders. By the end of the year, the country aimed to publicize 96,124 mining rights, with 88,546 actually disclosed, achieving a publicity rate of 92.1%. Mining rights that fail to meet regulatory requirements, submit incomplete reports, intentionally conceal actual conditions, or fraudulently fulfill legal obligations will be placed on an anomaly list, ensuring greater transparency and accountability in the sector.
