Yang Xueshan pointed out that due to the economic situation at home and abroad, China's industry is currently facing four major problems: the developed countries are returning to high-end manufacturing, which has increased the pressure of competition in China's products; neighboring developing countries have lower labor costs and production factor costs. , and China compete for low-end manufacturing; China's labor costs and other factors of production costs continue to rise, corporate profits have been compressed; China's core technology controlled by people, lack of scientific and technological innovation capabilities. We must resolve to take seriously the pressure from these areas and upgrade the overall competitiveness of the industry through industrial transformation and upgrading.

Yang Xueshan stated that China's wire and cable industry has made significant progress in transformation, upgrading and innovation. At present, China's wire and cable industry has a trillion-dollar output value, and it has become the second largest industry in the electrical and electronics industry, second only to the automobile manufacturing industry. The achievements of wire and cable industry development are remarkable.

Yang Xueshan pointed out that the wire and cable industry, like the entire Chinese industry, is facing some problems in its development: on the one hand, it is constantly upgrading its product requirements and is gradually shifting from the low end to the high end; on the other hand, the market environment is more complex. In recent years, the Ministry of Industry and Information Technology has increased its policy support for the joint reorganization of wire and cable companies, organized enterprises to actively respond to foreign antitrust investigations, and actively guided the industry to continue to concentrate on advantageous companies. The Association of Electrical Appliances Industry Association promoted the “12th Five-Year Development Guidance Opinions for Wire and Cable Industry” to guide enterprises to increase R&D efforts, improve product technology and added value, and accelerate the promotion of product upgrading and industrial transformation and upgrading.

Strengthen the comprehensive improvement of product quality

In recent years, the Ministry of Industry and Information Technology and the General Administration of Quality Supervision, Inspection and Quarantine have persisted in the principles of government promotion, corporate ownership, market guidance and social participation, established a long-term mechanism for the comprehensive improvement of wire and cable product quality, and vigorously promoted the quality improvement of wire and cable products. Wei Chuanzhong stated that in the practice of quality improvement in the past two years, through the joint efforts of all parties concerned, a set of policy traction, supervision and inspection, administrative law enforcement, technical support, use management, industry self-discipline, and propaganda and guidance coordination have been gradually established. , co-development of the quality of the work mechanism. The General Administration of Quality Supervision, Inspection and Quarantine takes full advantage of the production license, strictly implements the restrictive industrial policies for wire and cable, and strictly controls the excessive growth of production enterprises. Conducted supervision and inspection of production licenses in key production areas such as Jiangsu, Anhui, Zhejiang, Hebei, Shandong, etc., and ordered corrections to unauthorized production capacity, reduced production conditions, or use of outdated technological equipment at the end of the production license, and resolutely corrected overdueness. No replacement production license.

It is reported that on the basis of the special rectification of wire and cable conducted by the General Administration of Quality Supervision, Inspection and Quarantine in 2011, this year also organized a system-wide "three check and three dozen" special operations for wire and cable. Up to now, the quality inspection system has conducted a total of 1762 batches of wire and cable products produced by 1,255 companies in 10 provinces (autonomous regions and municipalities), including 1,554 batches of qualified products and 208 batches of unqualified products. The sampling pass rate of products is 88.2. %. Inspecting production conditions of 1610 companies, 47 companies found that they could not continuously maintain the issuance conditions, illegal use of raw and auxiliary materials, etc., and issued 84 rectification notices.
