1.2 The basic requirements for eligible bidders are as follows:

1.2.2 The Bidder shall legally register an enterprise legal person within the duration of the territory of China and have the right to perform civil rights and obligations within its legal business scope.

1.2.3 The Bidder shall not have records of man-made major liability accidents determined in accordance with the relevant power regulations within the past two years.

1.2.4 The bidder shall have the expertise and good corporate reputation to independently complete the road transportation service, and shall not be ordered to suspend business, the property shall be taken over, frozen, bankrupted or reorganized.

1.2.5 Bidders may not directly or indirectly engage any company that has been hired or previously hired by the tenderee to compile technical specifications and other documents or provide consulting services for this tender, including any affiliates.

1.2.6 Bidder The person in charge of the unit is the same person or a different unit that has a controlling or managing relationship and may not participate in the bidding for the same subject at the same time.

1.2.8 Bidders shall substantially respond to the terms of the contract specified in the bidding documents.

1.2.9 The financial and performance must meet the requirements in the following table (if the performance requirements are not consistent with the other parts of the bidding documents, this article shall prevail).

2. Performance: The bidder shall provide proof of the performance of two or more similar passenger services within the last three years (January 2013 to the deadline for bid opening). The bid documents provided by the Bidder must be a scanned copy of the previous performance contract related to the bid invitation and must include all the contract information such as the cover of the contract, the contract time and related requirements, the signature page of the contract, and the contact person and contact information. The required proof of performance is invalid. Note: The original performance requirement remains unchanged. The bidders are required to provide performance lists according to the performance of Guodian Group, the performance of the five major power generation groups and other performance categories.

1.2.10 Other conditions stipulated in the bidding documents.

1.3 The Commonwealth does not accept bids for this consortium.
