Article 2 These Measures are applicable to the setting and management of night lighting in the urban area of ​​this Municipality.
Article 3 The term "nightscape lighting" as used in these Measures refers to various types of electric light sources, such as neon lights, contour lights, floodlights, etc., used for landscaping, decoration, advertising and exterior lighting.
Article 4 The following areas of the city shall be equipped with night lighting:
(1) Scenic tourist areas, wide-ranging small amusement parks, and landscape green belts;
(2) All kinds of buildings (structures) in the prosperous business district;
(3) Public buildings (structures) on both sides of the main road;
(4) Signature construction (structure);
(5) Various outdoor advertisements;
(6) The municipal government believes that other areas of night lighting should be set.
The organs, groups, enterprises and institutions and individual industrial and commercial households in the scope of the preceding paragraph have the obligation to set up night scene lighting, beautify and brighten the city.
Article 5 The municipal construction administrative department is responsible for the setting and management of urban night lighting. The Yinchuan City Street Lamp Management Office is entrusted by the municipal construction administrative department to be responsible for the specific work of setting and managing the city night lighting.
The Xingqing District, Jinfeng District and Xixia District People's Government are responsible for supervising the setting of the night lights of the units in the jurisdiction.
The municipal planning, housing management, urban management, gardening, public security, fire and power departments shall coordinate the setting and management of night lighting according to their respective duties.
Article 6 Encourage scientific and technological research on night lighting, promote new technologies, new processes, new materials, new light sources, and continuously improve the level of urban night lighting setup, use and management.
Article 7 The night scene lighting setting shall be beautiful, neat and harmonized with the surrounding environment.
Article 8 The setting of night scene lighting shall conform to the overall urban planning. The municipal construction administrative department shall, in conjunction with the planning department, prepare a special plan for the city night lighting setting, and implement it after approval by the municipal government.
Article 9 Units and individual industrial and commercial households that should set up night scene lighting in accordance with the provisions of Article 4 of these Measures shall, in accordance with the special plan for setting up night lights for the city, propose a night scene lighting setting plan, and report it to the municipal construction administrative department for approval.
The approval procedure for setting the night lighting for outdoor advertising is carried out in accordance with Yinchuan City's outdoor advertising regulations.
Article 10 The setting of night scene lighting shall be carried out in accordance with the approved position, form, color of the light source and installation period. After the completion of the night lighting setting project, the municipal construction administrative department shall conduct inspection and acceptance with the government of the district and relevant departments.
The night lighting facilities shall not be deactivated, changed, moved or removed without the approval of the municipal construction administrative department.
Article 11 Any unit or individual industrial and commercial household that sets up night lighting facilities must take corresponding safety measures such as fire prevention and leakage prevention; if it is necessary to change the original building facade and increase the height, it shall go through the formalities with the municipal planning department as required.
Article 12 The night lighting facilities of public buildings (structures) to be built and under construction within the scope of Article 4 of these Measures must be designed, synchronized and delivered simultaneously with the main building.
Article 13 The night scene lighting facilities shall be installed, routinely maintained and lighted and opened by the property owner or user, and shall bear the relevant expenses for installation, maintenance and electricity use.
Article 14 The night lighting facilities shall be set up securely and securely to ensure that the facilities are in good condition and function. If the facility is found to be defective, damaged or the lighting does not meet the required standards, the responsible person must repair or replace it in time.
