Article 3 The safety management of railway transportation adheres to the principle of safety first and prevention first. Article 4 The competent department of railways under the State Council shall be responsible for the safety supervision and administration of railway transportation throughout the country. Article 8 The competent railway authorities and railway administrations of the State Council shall make sudden public incidents such as public health emergencies, sudden railway public security incidents, major natural disasters and fire accidents, major railway transportation safety accidents and other railway transportation safety and smoothness. , develop emergency plans. The railway transport enterprise shall, in accordance with the relevant provisions of the State, establish and improve the emergency plan of the enterprise and clarify matters such as emergency command and rescue. Article 9 No unit or individual may damage, damage or illegally occupy facilities, equipment, railway signs and railway land for railway transportation. Any unit or individual has the obligation to protect railway transportation facilities, equipment, railway signs and railway land, and to discover damage, damage or illegal occupation of railway transportation facilities, equipment, railway signs, railway land and other acts affecting railway transportation safety. Chapter II Safety of Railway Lines Article 10 Railway line safety protection areas shall be established on both sides of the railway line. Where the railway land can meet the requirements of the preceding paragraph, the railway management agency shall delineate the railway line safety protection zone within the scope of the railway land. If the railway line safety protection area overlaps with the highway construction control area, the river management area or the water conservancy project management and protection scope, it shall be reported to the local people's government at or above the county level after consultation by the railway management agency, the highway management agency and the water administrative department. Railway transportation enterprises shall set up standard piles at the boundary of railway line safety protection areas, and set up protective facilities such as fences and fences as needed. Where a special railway within an enterprise or unit needs to demarcate a railway line safety protection zone, it shall be delimited in accordance with the provisions of the first paragraph of this Article. Article 11 In the railway line safety protection zone, except for the necessary railway construction, operation, and rescue activities, no unit or individual may perform the following acts: (1) constructing buildings and structures; (2) borrowing soil and sand dredging , trenching; (3) goaf operations; (4) stacking and hanging items. No unit or individual may burn livestock in the railway line safety protection zone, stock livestock, plant trees that affect the safety of railway lines and trees that are mixed with traffic.
